TOGA's 28-storey Parramatta Road towers rise to the state for a decision

TOGA's plan for four buildings of up to 28 storeys on Parramatta Road and Queens Road in Five Dock is now with the NSW Government, after public exhibition closed on Tuesday 8 September. The State Significant Development application (SSD-89477725) covers 51–61 Parramatta Road and 33–43 Queens Road, about 500 metres from the future Five Dock Metro station. According to the planning listing it proposes 674 homes, including around 50 affordable homes and a co-living and build-to-rent building, plus a full-size supermarket and shops, a new public park of about 2,470 square metres, and a pedestrian link and plaza. It's valued at around $400 million. Industry site BTR News reported larger figures of $553 million and 866 homes, including 190 co-living units. It's the second attempt at the site: City of Canada Bay Council rejected an earlier plan for about 1,050 homes in October 2024, and the project then moved to the state's Housing Delivery Authority pathway. What happens next: the NSW Department of Planning, Housing and Infrastructure passes the submissions to TOGA, which prepares a Response to Submissions report. The department then assesses the proposal and makes a decision. Both the response and the decision will be published on the NSW Planning Portal.
